The Hawaii Operating Engineers Industry Stabilization Fund (HOEISF) is a non-profit labor-management organization.

Founded in 1987, our core mission is to represent our union members and signatory contractors interests in Hawaii’s construction industry and ensure that the industry is thriving and sustainable for the future. We make sure that prevailing wage laws are enforced on all of Hawaii’s construction projects. We assist our signatory contractors in keeping them competitive in Hawaii’s construction industry. HOEISF has and will continue to tirelessly pursue the common interests of the Operating Engineers Local 3 members and its signatory contractors.
